I might be missing something here, but the eur /usd was 1.000 and lower, 0.8220,from 1999, until the start of 2003. (8220 was it's lowest point)

Didn't quite reach true parity. It only must like 1.03 or even 1.05 thereabouts. Even then there was rioting in some British cities. The eighties, wow what a couple of years.
