Any EA should operate on offline charts. Generally offline builders are the cause of non working EAs because of offline not updating correctly.

In this case, EA could be coded with something forcing the refreshing of this offline chart.

SputnikX is correct, EA starts but does not follow the quantum, fails to enter and depart
